Approved on 24 March 2003, the central government has initiated the process for opening the third, fourth
and fifth air traffic rights in Hainan. This is a new step for Chinese reform and opening policy, as well as a
valuable opportunity for Hainan's opening to the world and international cooperation. Following the opening
of air traffic rights and since December 2003, flights from countries such as Kazakhstan and the Republic of
Korea have landed in Sanya Phoenix International Airport.
